Gov. Rick Perry Aug. 25 announced appointments to the Texas Commission on Environmental Quality (TCEQ) and to the University of North Texas Board of Regents.

Perry appointed Carlos Rubinstein of Austin to TCEQ effective Aug. 31, 2009, for a term to expire Aug. 31, 2015. He also appointed TCEQ member Bryan W. Shaw, Ph.D., of Round Rock to chair the commission effective Sept. 10, 2009. The commission oversees and establishes policy for the state’s lead environmental permitting and enforcement agency.

Said Perry:

Texas is making great strides toward improving our air quality, without the heavy hand of mandates, thanks to efforts by the Texas Commission on Environmental Quality and leaders like Buddy Garcia and Bryan Shaw. I appreciate all the significant improvements made under Buddy’s direction as chairman and look forward to continuing those efforts with the team of Buddy, Bryan and Carlos leading this important agency. Water is a precious resource in Texas and I’m pleased to have someone of Carlos’ caliber and expertise in water issues joining the commission.

Rubinstein is deputy executive director for TCEQ. His responsibilities include assisting the executive director in all major capacities such as directing operations of all employees in 17 statewide offices, administrative oversight of agency budget, legislative activity, and implementation of agency policies. He serves on the Governmental Advisory Committee that provides advice to the U.S. Environmental Protection Agency Administrator on environmental concerns regarding NAFTA, the North American Agreement on Environmental Cooperation, and the Commission for Environmental Cooperation. He has an extensive background in water issues.

Shaw was appointed to the commission in 2007. He is chair of the Texas Advisory Panel on Federal Environmental Regulations, a member of the Texas Environmental Flows Advisory Group, and a member of the U.S. Department of Agriculture - Agricultural Air Quality Task Force. Shaw is also a member of several committees for the EPA Science Advisory Board including the Environmental Engineering Committee.

Perry also appointed three to the University of North Texas Board of Regents: Michael R. Bradford of Midland, Steve Mitchell of Richardson, and George "Brint" Ryan of Dallas.

Bradford is Midland County Judge and an oil and gas producer. He is a member of the Texas Supreme Court Advisory Board on Children's Issues, and past director of Texas Lyceum.

Mitchell is a lead business systems analyst for Thomson Reuters, a former mayor and present city council member of Richardson.

Ryan, founder and CEO of Ryan, Inc., a large tax consulting business, is a member of the American Institute of Certified Public Accountants and the Texas Association of Business Executive Committee, and is a board member of the Texas Taxpayers and Research Association.
