At the time of writing, the Texas Senate is in recess to discuss what to do about two things:

1. HCR 291, which the House passed and which would continue TxDOT and the Texas Department of Insurance until the next session.

2. HCR 88, which the House did not pass ... and which was the only piece of legislation to enable $2 billion worth of Proposition 12 transportation funding, according to Sen. Glenn Hegar.

Hegar told LSR he isn't sure at this time what will happen, but that the lack of enabling legislation in HCR 88 for the $2 billion could mean a special session, now that the House is adjourned sine die. He explained that HB 300, the TxDOT Sunset Bill, enabled proposition 12 funds, but that bill was killed Sunday night in the House.

UPDATE:  Several Republican and Democratic Senators are still caucusing by around 7:40. During an impromptu press avail, Lt. Gov. David Dewhurst said he was "disappointed" in the House for not passing a resolution to enable Proposition 12 transportation funds.
